before and after you could have cats or no cats in canada. depends if built in canada or USA.
USA had stricter emissions, even in the 80's. We still didn't put AIR pumps on our cars in the 80's. Only in 88 did we start caring.
As for the tune, how is a tune seriously going to fix the mere fact that he's running too small a pulley with no other real modifications?
Unless you drown it in fuel and remove all of the timing, but thats just stupid.
I keep asking this, but GPF keeps assuring me that tunes are magical.
You know what I've found was magical? An intercooler. Literally nothing mattered with one of those.
But a tune? Had one by one of the most respected 3800 tuners. Wasn't anything magical.
You need to address the map sensor/wiring/tuning issue before you go further. You need to get a L67 map sensor, the wiring for it, wiring for the boost bypass and make sure you have the correct PCM/settings. You could be running a stock L36 pcm after all. Headers will help but you should get it running correctly and safely before you dump more money and time on something that will not fix your issue.
I'm gonna hit a few junkyards tomorrow and see if I can find an l67. What is required to wire in the map sensor and boost solenoid? I'm sure I can find a pin out with some searching but is there something with the ecu that needs to be tweaked to accept those 2 sensors?
As far as wiring in an l67 map sensor, do I just get the sensor and pigtail and solder in the l67 pigtail and I'm good to go? Someone mentioned making sure I have the right settings in the PCM but I don't have the resources to do that right now.
