Check the smaller wire going to the starter for voltage when someone holds the key in the start position?

Also, normally when the ignition is turned to the on position the ABS, Change Oil, Traction Control, Air Bag, Service Vehicle Soon, Service Engine Soon lights will come on and the fuel pump will prime. Now when I turn the key to the on position the only thing that happens is the Service Engine Soon light comes on and the fuel pump primes. When I go to turn the key to start the engine. I get no action at the starter. All fuses have also been checked. I did have to replace the BCM fuse.

get a test light, touch the little wire on the starter as someone turns the key to crank it over. your light should light up when the key is turned to start. if it dont light up thats the issue. maybe a bad relay, or the wires are still not back on properly.

you can then jump the starter to make the starter crank, if the key is in the run position the car will start up.

Is it common for the starter relay to fail?

as with any electrical part, it can fail.

try swapping it with the one next to it.

Did you check the smaller wire going to the starter? If that's not getting 12v, then the starter will do nothing.
