The only way to access the bulb that is burned out is to remove the gauge cluster. With that many miles on the odometer, that is pretty good that you just now have a bad bulb.
From experience with a 2001 GTP I had and recently junked due to rust problems, the gauge cluster itself was going bad due to all the heat from the cluster bulbs.
I am now in process of replacing the original equipment bulbs and putting in LED bulbs which give off very little heat, if any at all.
