If I press the mode button i can hear an audible click coming from the dash each time i press on the mode button but nothing changes.

Its blowing hard through the window defrost and light through vents in the dash. I cannot switch to the vents in the dash or floor. The display changes but the air is physically blowing through the defrost.

I found this actuator behind the glovebox to the left or driver side. The actuator barely moves back and forth when i hit the "Mode" button. Is this how its supposed to work?

Have you checked the vacuum lines? The small one that plugs into the top of the supercharger from the firewall is specifically for the HVAC system.

vacuum line is ok. There is vacuum pressure at the line inside the passenger side floor board with the line connected at the top of the blower and the pressure goes away when i unplug it.

I did not measure the pressure though but it is connected and there pressure.
