It broke as I was changing the belt tensioner and a piece of it went into the lower manifold do I need to take off the manifold in order to retrieve it

Shouldn't. Get a flashlight and a pair of good needlenose pliers, and go to town. Might need to get a mirror to be able to see in there well.
