I have a 2002 Grand prix gt that when you turn off the wipers they do not bed, instead they go up. Someone told me maybe a "park switch"? Any ideas, is this common? I just figured the arms needed to be taken off and then turn the switch on, and let it bed, and then hook up the arm again?

What does that tab do? Cause I mean, when you shut off the wipers, they go ALL the way up and are in line with the drivers vision. Does this tab prevent that?

The tab being bent back down tells the wiper trans where to park at.

Do I just remove the cowl to access that?

Yes. IIRC, you need to remove the wiper arm to remove the cowl
