My determination thus far is that whatever controls the connector fartherest back on the ICM is fried. However I don't know how to confirm this nor do I know if the PCM from 97 will run my 98.

Check the wiring harness that connects to the ICM. Make sure all the wires are pushed into the connector all the way and are clean.

97 and 98 pcm's aren't compatible. The wiring is different on the connectors.

    merging.
