Check the evap canister and purge valve. Might be bad causing the vapors to trip the pump early.

Well, being a 98 any car this age is going to have issues. Granted some are more prone to certain things than others, but in the end they all wear out. Give the purge valve or canister a quick search and see if anything comes up as it's pretty common. If nothing matches quite what you're looking for then post it up and we can help.

How do you know...it's not allowing you to fill the last gallon or two?

Hopefully you aren't going off the basis of tank empty on gauge meaning the tank is actually empty. That's not so.. GM hedged the empty mark by a good 2-5 gallons. A quarter of the fuel tank on the gauge isn't a quarter of what the capacity really is.
I drink..so consider that when reading my posts.

yea it will go 70 miles or so ona 1/4 tank gas i meant theres a needle at the top and it would go to a notch or two below that instead of all the way full. and they would try to put more in it but it wouldnt take it. last time it filled up all the way no problem so idk

Could be the gauge is messed up. That happens sometimes.
