What is the best way to remove the rear bolts on catalytic converter? I have a new ZZ performance down pipe for a 2001 GTP.

Soak them in PB blaster for a while... the put your ratchet on it and pull like a mofo. May have to use cheater bar.... or torch them if they break off.

Blaster and similar lubricants are flamable, don't use a torch!

Let some blaster soak on the bolts, then get a wrench on one side, impact on the other.

If that doesn't work, drill the bolts out and replace with new ones.

Depends on how careful and aware you are if you torch them.
