    Wondering if taking it to an emission repair facility of some kind will get me on the right path to getting the car to pass emissions. I have failed twice now, second test better than the first. Only problem is hydrocarbons.

    What would a repair facility do and what kind of charge would I be looking at?

    Change your plugs wires and air filter.
