does the rear o2 sensor effect air/fuel ratio? Reason I'm asking is because I've had people tell me that when I throw a code because of no cat that the rear o2 does not effect my air/fuel ratio! Is this true

I've heard both things too. First is that only the front tells you the afr. Then others mention a diagnostic in 01+ grand prixs where it runs rich and the second o2 has to read rich to get it to stop. I'm getting a catalyst inefficicency code right now and my air:fuel is locked at 14.7:1
^^this. The O2 after the cat is just to monitor the catalyst efficiency. On the 01+, it will do a diagnostic test that if there is no response, it will run really rich.
