    Prob a stupid question, but wanted to make sure it was normal...

    When I park and I rev it up, it only goes to 3k rpm and stays there, is this normal? If not, why?

    It is normal. This is to prevent high-RPM neutral drops and other such abuse.

    it only does it when youre not moving. you can rev the car to the moon when in neutral and moving.
