so when ever i take off my blower i always find a small amount of oil on the silicone gasket i made by the 2 pcv holes on the blower/lim.....is this normal or am i having pcv issues.....also can i run a breather cap to fix this?

A little oil in the pcv is normal.

no, it will be a huge vac leak.
