While traveling on the interstate and coasting down large hills my wideband goes off the scale Lean. It can only read into the 17s I think. Anyways, is it normal for the car to totally lean out when coasting down large hills at highway speeds?

As far as I know. Yes. The engine is still flowing a lot of air, but not adding fuel to create power. Lot of air, little fuel, shows up lean. No harm. Normal. Under acceleration is a totally different story as I'm sure you know.
