    The AC is not blowing cold air and the compressor isn't kicking on due to the low refrigerant. It is definitely low and when I put on one of those charge bottles nothing goes into the system. There is a pressure sound when I remove the bottle so there is some pressure in the system. What would prevent it from charging?

    At the very least you need a set of gauges to monitor low and high pressure side of the system, however it wont tell you if the proper amount of ref. is in the system, for that
    you need to vacuum down the system and install the proper charge in lbs., check the sticker in the engine compartment for the proper weight in refrigerant the system holds,
    my 2000 GTP holds lbs.
    If there is some charge in the system but unknown amount, it will need to be recovered so the proper amount can be installed.

    if the system is low / no refrigerant you may have to jumper the compressor to force it to turn on, then it will start taking refrigerant.
