car threw a P0300 code and ran rough with check engine light flashing , after reading the code checking connectors i had a look at the coils and found that the 3rd coil for cylinder 1 and 4 is not producing sparks at all , i replaced the coil and still have the same issue , thinking it might be the ICM ( ignition control module) but i am not sure , 4 cylinders still get signals and sparks i don't think its a sensor but i don't have enough knowledge about that what i also don't know is if there is a fuse for the coils so if one goes the others still work? i really don't wanna start replacing everything just to find out it still there

No fuse for individual coils. Just swap one of the known working coils to it and see if the miss stays on 1/4. If so, I say ICM.
