Not really. It installed between the ECU and the harness and just modified signals going to the ECU to fool the computer into reacting differently. SCT (Superchips) and other tuners plug into the ODBII port and actually modified the how the data is used like HPT or DHP does, but only with a few predetermined tunes instead of full control.
That sounds a lot like the "Venom chip" or whatever that a few people were putting into their 3000GT's/Stealth's. All it did was trick the ECU into thinking you were giving it more throttle than you actually were. IE at 25% throttle the ECU now read 50% throttle, or at 75% throttle the ECU read 100%/WOT (not sure on how much it actually affected it, just an example)
There were several people that tried to say it made their car faster, even after trying to explain that all it did was waste fuel, and that you can't go more than 100% throttle. LOL
