So the gtp I bought has immaculate tinted windows except for the rear. The back window is a lighter tint and blurs everything. Was this done on purpose or did the previous owner screw it up by using winded or something?

If it's blurred, it's probably all dry and stuff, mine was like that too, had to get it removed, couldn't see anything.
Did you remove it or pay someone too?
Paid someone to.
I've removed tint on several cars. It's easy, except for the rear glass. Unless you have a steamer, it would be far easier to pay someone.
Well I really have all the time in the world considering I'm in school so what's the easiest way besides steamer? Heat gun? Acid?
The reason it's so difficult without a steamer is because of the defrosters, they're quite delicate. You may be able to do it with a heat gun but you'll have to be really careful.
Better off paying someone.. You don't want to screw up the defroster position let the pros take care of that.
Mine was so ****ed up that even with pros doing it with a steamer/heatgun and taking their time, it ****ed up 7 lines on my defrosted, fixed 5 myself, still have 2 that doesn't work.
But it was a 2004 tint that was so ****ing dry rotted that it only came in small bits.
Are the defrosters exposed?
Yes. They are on the cabin side of the glass.
Are they really sensitive to heat or just force?
search you tube, seen vids where they wet a black trash bag and the inside of the window, then stick it to the widow and close all the other windows and leave it in the direct sunlight. the tine should almost fall off after a hour in the sun.
i have not done this, saw it on a how to vid. looked like it worked pretty good.
Guy the PO took to tint the car screwed up 3 lines in the middle and 3 inches from the top of the defroster. How do you even fix it?

They make a repair kit that is avail. at most parts stores. Its a liquid. You paint it on filling in the gaps and connecting to the good parts of the lines. Once it dries that line should work again.
