Usually its the sending unit on the fuel pump that causes that. My sisters 01 SE has that problem.

Fuel level sendor.
Youtube "bonneville fuel level sendor replacement". It shows you in a 3 part video how to change one.
Ebay sells the sendors/sensor things for like 20 bucks.
