Ok. Main question before you read the rest: could a security reset issue be intermittent?

In other words . . . car won't start all at until reset; and then it's ok forever?

Here's the problem - most times car starts and runs fine, but other times
when turning key, it takes 5 or so seconds for connection to be made. (Silent for a minute, like dead battery)

Then it starts.

Other times, it will do as above, and while it's attempting to start the speedometer and tach needles will jump erratically and finally start after numerous tries.

The VATS system on the ignition has been bypassed, but I understand there is a second signal that comes from the cluster? Is it the same resistance code as the key?

Could this be solved by reseting the security passlock system? (leaving ignition on until security light stops flashing? 3X)

Incidentally I don't even know if it is flashing when its having the problem, because I have yet to witness it.)

I would simply try it, but I don't have access to the car, my daughter left it a friends house after it was acting funny.

Heading over to the car in the morning to troubleshoot, any knowledge shared beforehand would be greatly appreciated.
