Are you accessing the website from a phone tethered to the PC, using it's connection? If so, you've ruled out IP issues.

We'll start simple. Tell us the operating system and web browser (as well as add-ons) you're using on one machine... say, the PC.

If you are just using Internet Explorer, it's possible you've downloaded something that blocks access. You can restore IE to original settings by going to Tools > Internet Options > Advanced > Restore Settings.

Additionally, you could try a browser like Mozilla Firefox or Google Chrome to see if you have better results with them.

Idk what it was but now its working all of the sudden. Lets hope its stays like that. I don't use IE and haven't for about 5-6 years, I used Firefox forever but now I'm using Chrome.

Could be that your PC looked up the address for the forums on a DNS server and grabbed the wrong address and cached it. When that happens, every time you click the link for the forum, it will grab that bad address from the cache. Your computer cache's them so it doesn't have to look for them every time you connect to the internet. I believe it refreshes them automatically every 24 hrs roughly. If it happens again, you can reset the cache by going to:

Start - Run (or hold windows key + R)
    Type CMD - hit enter
    Type ipconfig /flushdns
Close the window and refresh the site.

Perfect suggestions J GTP, only problem remaining is the dns problem was caused by his service provider having problems. Not common but does happen. I avoid mine by running my own in house, then one on a box I have on the other side of the country...then the ISP. Most people can't/won't do that, but works for me.
