I purchased new in 2016. Only used 2 credits to tune my 2002 GTP. I am the only one who has used and had possession of it. Comes with everything in the picture needed to tune, including 6 GM credits left on the license. All you have to do is go onto HP-Tuners website and download the latest VCM suite on your lap top.
Once I receive payment, I will message you the license/identification information needed to access the credits and register the license under your own account.
