I am sort of considering this impala SS.

    214,000km = 130,000ish miles.

Car is NOT on the road currently. They never took the time to get inspected and plated which kind of freaks me out. That being said, if I can scoop the thing for dirt cheap it might be worth it. So my question is, what is dirt cheap? Might as well throw an offer at them.

    A few grand?

I mean...pending issues...that might even sweeten the deal.

I'd offer him $2500 if it was a super clean car, but that's just me.

It has pretty gnarly hail damage. I would need to replace the hood and trunk with another one (**** looks like a crumpled beer can).

Leprechauns? Maybe it wasn't big hail. I have seen small hail fvck up hoods/trunks and not a ding on the roof. Regardless I am gonna check it out. If the car is in good shape body wise, I will deal with the hail damage later.

But since it isn't on the road max I will probably offer is 2K conditional on a presale inspection (which I will pay for if the car is good to go). If the car has mechanical problems, then I will offer less money.

I bet all the fenders are still dinged up. you can do better then that car in the Calgary market looking in the 2-4k range., Don't buy a supercharger that has been wrapped in a piece of sheet. The operating costs/maintence/tune up/hood & trunk replacement it will need are not worth something so ugly.

for a little over 2k look elsewhere

I looked at both those. The red one has rusted through rear strut towers. The silver i am seriously considering but i want him to come down to around 2k. It needs some rocker repair and the oil pan gasket is leaking a bit.... The bottom of the engine has a fair amount of oil on it, fresh too since he just washed it.
