I got new tires put on my 00 GP today and the tech told me my tie rod ends were loose. Should I replace just the outers or should I replace both the inners and outers?

Replace what you can afford. If it was me I would do both to be safe. OH and welcome to GPF.

Jack up the car and wiggle the wheel with your hands in the 3 o clock and 6 o clock positions and see if you can see the outer or inner moving. Chances are it's the outer.
