    But the hid are brand new! They shouldn't have a short

    What if I have a power wire from a amp and hooked it up to the fuse box and it had a 50amp fuse on it and I wired that directly to the fogs with a new connector? That way it would still have a fuse

    No, they shouldn't. But from what you have told us, they do. New product can still be faulty.

    Try it. Make sure you have a spare 50amp fuse.
