getting a P1350 and O2 sensor codes the O2 I can under stand as there is no sensor downstream. Could I be getting the p1350 because I painted the coil pack bracket where the icm attaches to the bracket. I did a little research and if I correct the plate grounds to the bracket. Thanks in advance

Not necessarily. In most 97+ there is a dedicated ground in the harness to the ICM and it no longer grounds primarily through the base. What's a 1350?

    And where in Mass?

STop..I'm gonna make ya tell me how many regals are in Sams.. lol

I took a search on 1350 and if you just tossed the motor in, I'd look to the wiring routing for the crank and cam sensors. make sure no terminals backed out of the ICM/PCM or those two sensors.

it starts right up no problem, when i let of the throttle there is a slight blip in the rpms. drops a little and stabilizes drops a little stablizes and rpms seem fine after that until i come off the throttle again and it repeats the process other wise seems to be running good

right, well that's because the ICM isn't giving the right signal to the pcm etc and then the pcm is just taking over control.

I still gotta get a cat welded in after the speed daddy header install. plus the weather really isnt that cooperative at the moment no garage for me. Yeah, I have the ability. It shouldn't hurt it as long as you don't beat on it. Likely it's a bad wire/connector/pin.

I hear you on the weather. I'm west of you and it's not looking like any sun this week.

Ill double check the connector at the icm and the cam and crank never removed the pcm. I lust hope I can track this down.

It's likely a pin that was out of alignment and got pushed out.
