    I live in Ontario, and the weatehr gets pretty cold here. On the factory block haeter it says "will not operate above -18c (0f)"

    I have plugged the block heater in at a colder temp then that, but it isn't warming the engine at all. 3+ hours plugged in and no change.

    I've had other vehicles with block heaters, and I know they make "misc sounds" and melt the snow on hoods.

    Is there a thermostate controlling the block heater, or mine might just have a fubar cord?

    mine was just cord into the block heater no thermostat or any thing being in ca i just took it out for my rebuild

    All depends on if it is factory or aftermarket.

    I believe factory ones were just a cord and element that went into the freeze plug. No thermostat or anything like that.

    i the cord was checked and it seems fine, and resistance was checked on the terminators and its infinite ohms, looks like the factor block heater is fubar

    From my experience with block heaters, you should hear a faint hissing sound after plugging it in. These heaters only heat the antifreeze which will eventually warm the block. I had not ever heard of it melting snow from the hood. Just my opinion, good luck!
