what pulley? how much timing?

that black box looks like an AFC to scale your MAF to add/subtract fuel on the fly. its also possible that the knob is a happy knob to control your timing. does the car get faster/slower when you turn it?

your vacuum looks good. its a problem when its too low (zero).
