I have a buddy that is looking to get flowmaster 40 series mufflers. Does anyone know if they are loud enough to not be legal?

    no.

Just to give you an idea, In my state exhaust cant be louder than stock.
However people get away with it all the time.
It seems though that the raspier and more offensive the sound the more prone to getting ticketed you will be.

So a long glasspack must make things louder but it not too bad. I think that is what he would be looking for

Would putting glasspacks inplace of mufflers even do anything or would it sound the same as having no mufflers?
