got an 04 gp GTna that I just did upper and lower intake gaskets on, ran great for a weeek and now at startup in the mornings (every once in a while) it says "reduced engine power and will not do ANYTHING.
any help is appreciated on solving this. no engine codes are being thrown

Put factory wires and plugs on the car... or heh try resetting the computer by removing negative battery cable over night.

could be really dirty.. and the plate is getting stuck when its trying to adjust idle or something stupid like that. Get it scanned even if it has no SES light could be a stored code.

What he said. Check the connection then try cleaning the maf. But still get codes pulled.

ok maf sensor reads ok on the scan tool. tps reads 1% at. idle... and no ENGINE codes but I did. find a transfer code which might have something to do with it because when It freaks out. it says "service traction control system" too. the code is:
C0240 powertrain control module traction control not allowed

Do the 04's have an adaptation that needs to be done after throttle body services like the Subaru/Saabaru?

Sounds like your ETB control is going bad, or you have a bad connection. Try reseating the plug. If that doesn't work the throttle actuator control is bad/going bad. junk yard part less than $100.
