check the relay and fuse

if they come on when the AC is on its not the fuse as they wouldnt come on at all. what makes you think they arent coming on? a stock car has a high turn no temp for the fans. if that temp isnt reached then they wont come on.
check your car for SES codes that might be stored without setting the SES light. could have a bad coolant temp sensor.
