Not really up for a top swap and dont wanna have car payments yet. Im thinking about doing a bunch of ZZP bolt-ons, 1.9 rockers, HV3 intake insert. 2.5 catted down pipe along with front and rear headers. I have someone that can tune the car for me and for cheap. Is picking up 50-60 hp from these bolts-on a realistic goal? IS it better to go with 3" down pipe, it is cheaper.

not worth it, the hp returns are just not there. save up more money, turbo it, best bang for the buck.

98 Buick Regal GS, F body brakes, Caddy STS wheels, tinted tails L36 bottom end, lightly ported heads, 1.95 roller rockers, headers, gen 5 N* 3.0 pulley, FSIC, 42 lb injectors, a BrandonHall rebuilt trans, DHP tuned and AEM water/Meth injection https://goo.gl/gpV5kW

you could do all that and still not pick up 50 hp. even a cam won't net that much hp.

Unfortunately agreed. There's not really many gains unless you're going to port your heads and upgrade the cam and hv3 insert, but yeah, even then you'd be lucky to pick up 40. Not worth it unless you're planning on going turbo.

If that's the case id rather do a top swap. Or just swap in a whole engine

A decent cam swap with other stuff could get you near 200whp if everything was working with you. That's a gain of around 30-40hp.

A lot of money for not much gain though.

Depends how far you want to take it. You can make the n/a fun to drive with things like the hv3, er rockers (or cam), ported exhaust manifolds (or headers) with u-bend delete and a reprogrammed PCM along with some other supporting mods, but if your looking to truly make power boost is the way to go.
