    UPDATE >

    RPMs drop when putting finger over IAC port inside throttle body, a strong suction is felt on finger.
    Is the problem the IAC Valve?

    Potentially, but the car should also try to stall with the IAC blocked off.

    It does try to stall when plugging port almost entirely.
    With about 80% of the port blocked off, it idles at around 800 RPM

    Replaced the IAC valve with a new one and problem solved!
    No more high idle.
