I notice a slight rpm surge when the trans shifts between 3rd and OD. I dont feel anything but it is visible on the tach. Any input is appreciated. Also, does anyone know where the trans fluid should show on the dipstick with the engine off and cold? Seems easier to check it this way.

Transmission fluid must be checked fully warmed up, running in park, and on a level surface. In between the two lines on the dipstick is half a quart.

I have a similar problem on my 08 GP. It happens when my tranny is still cold (below 71 degrees) When it shifts into OD the RPMs stay up around 2,500, and then once my transmission warms up to 71 degrees the tach drops down to 1900-2000 RPM, Its not a gear shift though. Is this normal? Any information on this would be helpful. Sorry I dont know to much because this is my first car.

If I didn't know any better, I'd think you looked it up given the details. How did you get the exact temp of 70(71)°? Unless you have the advanced DIC, I'm not used to that. 6th gen GP's never had it.

The torque converter will not lock until the trans reaches about 70° because it is the main heat maker, and that's their way of getting the trans up to decent temperatures quicker. Completely normal and intentional operation.

I have the advanced DIC (5 buttons instead of three) so I can check my tranny temp. Alright that's good I was just making sure cuz if something was wrong I rather fix it right away. Thanks!
