Yes it's possible, ZZP had this as an option on their built trannies at one point. I think TEP may have also had one.
There was a thread on 3800pro I found where they were trying to get a group buy for roslock units from rolssler.
Eh, being that much close to the torque peak aint really worth it on these cars. Once you release it you're still going to launch hard but then the super cool FWD wheel spin will be there.
A trans brake isn't for a low hp car. You're going to be looking at something that's going to be high horsepower and need slicks. Obviously you're going to need a built trans that can handle the sudden output as well. Given that all those factors, a trans brake can be a great solution to faster 0-60" times, increasing your overall ET.
In addition to a transbrake, a limited slip differentail would be a good idea as well.
