Put a new engine in my 99 gt and now it wont shift and I have no speedometer. Replaced the VSS and still nothingput volt meter on the plug to the VSS and it reads .2-.17V. I'm to understand that this should be reading almost 5V with ignition on. Every other sensor reads 5-12v when checked. I traced the VSS lead all the way back to the PCM and have nothing coming out of it. Any suggestions or ideas would be greatly appreciated. Thanks

Check the grounds at the front transmission stud. The +5V is likely spliced up on the engine harness from the various sensor power etc. And double check the wiring that comes over the valve cover by the PS pump down to the VSS. It may have gotten burned on the manifold.
I drink..so consider that when reading my posts.
