I was looking at a part list for a top swap and it says i need a relucter wheel to run the 3.29s. How hard is that?

You don't need a new one.
Just change PCM calibration to reflect any changes you make, if any.
If you'd like answers from experienced guys like myself, Matt etc.. please don't disregard what we've taken the time to document for you. Because that leads to us no longer answering your questions. Not being a dick here... I asked you to read something and you don't appear to have. Then kinda change the subject and head in a different direction w/o links or explaining where you got the new info.
No you don't need a reluctor, you need programming. If you put a reluctor on your car, then you would need a speedo recalibrator and your pcm on log files would read the incorrect speed while your speedo read the right speed. Been there..had that setup, didn't like it at all. Scanning is much tougher when you have to create a PID for the speedo.
I read the link you gave about the 4th gear clutch. i was just looking at milzys part list 3800 L36 to L67 "Top Swap": Milzy Motorsports and it said something about reluctor wheel so i just figured id ask.

Do they mention a speedo reluctor or pcm reprogramming?
Only the milzy has the word "reluctor" on the page.
And you sure as hell don't need it.
Use the stock GT trans settings in a GTP bin.
your right matt i edited that post. And the milzy list does say pcm calibrated for top swap. If i get a pcm from zzp and run a bigger pulley like 3.8 will i be fine as long as i have a scan gauge for Knock until i can find someone close to tune it? And i know this is off topic from my op but ive heard of people having problems with fires because of the gt fuel lines not connecting to the gtp fuel rails? how can i avoid this should i run gtp fuel lines all the way back. Thanks again you guys are helping me clear alot of the questions i have i just want to make sure im 100% ready when i start.
Sure, granted you also run headers.
They can work, mine did, not well, but they do.
