Right off the bat I would suggest checking your fuse but you already verified 12v at pin E. Are you checking voltage here with the key ON and with a volt meter between Pin E and the battery or trans case? Check your grounds to assure they are tight on the stud which should be the front lower trans bellhousing bolt. Also the ohms checks you made on the solenoids should just be 23 ohms, not 23K ohms. You can try disconnecting the pcm connectors and checking the the shift and tcc solenoids right at the connector. With the key ON and pcm disconnected you should also see 12v on the other side of the solenoids at the pcm connector as long as it is disconnected. The voltage will flow through as there is no load and just an open end. This will verify for sure that there is a complete circuit between 12v+ and the pcm at the solenoids.
