Either the motor in the tb or the gas peddle is bad

Have you tried just clearing the codes and see if they come back?

it usually takes a good 30 minutes to clear a code by unhooking the battery.

it helps to touch the disconnected cables together to get rid of residual power.

    http://engine-codes.com/p1518_buick.html

    Possible causes
    - Dead or weak battery
    - Faulty Throttle Actuator Control (TAC) module
    - Throttle Actuator Control (TAC) module harness is ope or shorted
    - Throttle Actuator Control (TAC) module circuit poor electrical connection
    - Check Throttle Actuator Control (TAC) module connector for water

this part is on the TB check the wires to it, they bake in the exhaust heat.
