Well I would first suspect a wheel bearing, since the ABS sensor is built into the bearing, but that normally causes the traction control light to come on if they fail, indication that the TCS system is off.

But since your's is not that would lead me to think something along the lines of a blown ABS fuse or something along those lines.

Not really, you have to have a scan tool capable of reading ABS codes and that usually means taking it to a dealer to be read with a Tech II.

I bought an 05 GTP used and I had the same issue and when I replaced the rotors and brakes on the front I found the wire going to the anti lock brake was cut. I repaired the wire and everything went back to normal. hope this helps

And nobody touched the second question of the original post....

The TCS has nothing to do with braking. That's where your ABS comes in...or doesn't.

you dont say, but is the abs light on? and svs light? if your brakes are locking up you should have a dummy light or two or 3 lit up.

locking brakes means the abs and t/c are disabled.
