IF it only happens after it rains, my first guess would be you're getting moisture somewhere in the electrical system from the rain/humidity. I'd start by checking for any arching in the wires/coils (coils will be a bit of a pain to see given where they're located on the earlier 60° V6s). You can either wait for it to rain again to do this, or spray a mist of water on the plug wires/coils. Make sure it's really dark in the engine bay when you do this (put the car in the garage with the lights off/door shut, or wait till night). Have someone else with you to look under the hood for any arching in the wires/coils while you're cranking the motor. If that doesn't pan out, I'd start the usual checks for fuel and ignition problems.

The next time it's raining out, try priming first (turn the key to on, but not ignition/cranking, turn it off, again to on but not cranking, again to off, and THEN try starting it). If this allows the engine to fire up right away, you have a fuel pressure problem. I'd start by replacing the fuel filter automatically if it hasn't been done recently. They're cheap, and should be done regardless of whether this is causing your problem or not. Then test for fuel pressure. If that checks out OK, or priming doesn't make a difference, I'd check your injectors next to finish off the fueling system check.

If priming doesn't make a difference, or it doesn't seem to be a fueling problem, I'd go after the electrical. Start with the cheap/easy stuff. Make sure the connections to your battery are clean and connected tightly, as well as all your grounds. If the plugs and wires haven't been done recently, it can't hurt to do those regardless of whether that's the culprit or not. Next, have the coils and ignition control module checked out (saved these for last because while they're free/easy to have checked out, they're a pain in the ass to get to the bolts on). Most parts places test these for free these days.

Start with all that, and let us know what happens.

I would look at the idol air control valve/switch. My 3.8 would never start without my foot on the gas to let air into the system. It would always roll over and fire for a second before stalling out. But once it started with my foot on the gas it ran fine. I've actually got a switch from a grand am in mine right now. Works great now.
